These two points of Integration and Control leave a third point that can be formulated as follows: Are there dominant functional systems? Are there functional systems that are more important than others? Are there either historical epochs in the development of society or some kind of scale of importance within the importance of the functions themselves? The only thing I (Luhmann) can think of along these lines would be to turn the old idea of dominant systems or some kind of socially authorized rule on its head and say that the system with the highest failure rate is always the de facto dominant system. If something is not working somewhere, and in such a way that it harms others, special attention is paid to this system and it is said that improvements have a greater effect here than elsewhere.
