This is not something that countries have been keeping locked up, as was suggested. Countries have been reporting GHG emissions on a yearly basis in great detail to the UN Framework Convention on Climate Change since at least the signing of the Kyoto Protocol back in 1997. Currently there is very detailed data for all 6 major gases and detailed sector data as well, for every Annex I (i.e., OECD) country from 1990-2010. These reports form the basis for, among other things, the Kyoto Protocol and the emissions trading system currently in operation in the EU.
