This is, of course, a political and "educational" issue. Because its subject is the methods thanks to which a given generation passes on its own Information – models of behavior, experience and knowledge – to those who follow it, in order to provide ground for a new society.
This topic has apparently not even been touched upon so far. It was all about "private" things, implicitly only about "Love". However, this was not the result of a culpable overlooking of the essential, but was done on purpose. If it is a matter of designing children as carriers of acquired information and as potential generators of new information and thus of offering ground [⇒ Common Ground] to a new society, it is not understandable why these children should be human beings in the traditional sense of this word. On the contrary, there is much to be said for them to be "Artificial Intelligences", which are, after all, from the "pedagogical" point of view, much more operational systems.
It is much easier to program them, not only because their memories learn better and forget better, but especially because these are not biologically preloaded, like those children.
