We split the federation into the following:
The __Visible federation__ consists of sites that we find during the regular ruby sitemap scrape. In the roster below we filter these sites (removing bad domains), and list all the sites we can find with sitemaps we are able to fetch.

This roster is then used to provide a view of recent federation activity.
