This still seems to be very Aristotelian thinking. That older version of this page continued: Control involves accumulating the resources and influential relationships required to reach specific goals. There are programs, projects, processes that yield goods and services, or improvements in goods or services. This is old fashion problem solving or business development.
For neighborhoods we are talking about programs, projects, processes, products, services, and all the necessary organization (structure) and feedbacks (homeostatic communication loops--conversations) that enable neighborhoods to accomplish these functions together.
